Eleven approved service lines covering the full learning cycle — from diagnosing the gap, through strategy, competency architecture, program design, delivery and digital learning, to evaluating whether capability actually changed.

Why we start with the diagnosis

Training is often commissioned as a response to a symptom. Performance is uneven, a new system has been introduced, or a funder requires staff development, so a course is arranged. The course happens, feedback forms are collected, and the underlying capability gap remains.

A significant proportion of performance problems presented as training needs are not training needs. If people know what to do and are not doing it, the constraint is elsewhere — ambiguous roles, tools that do not support the process, competing priorities, or a procedure that does not work as written.

Training layered over a structural problem consumes budget and participant time and produces frustration, because participants recognize immediately that the barrier is not knowledge. This is why Training Needs Assessment is a separate service line with its own scope boundary, and why we will say when the answer is not a training program.

Designing for transfer

We define competencies before designing content. A competency statement specifies what someone should be able to do, at what standard, under what conditions — specific enough to design against and to assess honestly afterwards.

We use the organization’s own material. Applied exercises built from real cases, real documents and real decisions transfer to the job in a way generic case studies do not.

And we design for the schedule that exists. Programs built around an idealized calendar get cancelled; we plan against shift patterns, academic calendars and operational peaks.

Specialized technical training — cybersecurity, AI, cloud — is cataloged under the Technology domain, delivered by subject-matter specialists rather than general facilitators. Training evaluation sits here; large-scale independent program evaluation sits in the Research domain.
