Supporting capability — Project & Program Management

Every engagement is planned, sequenced and tracked against defined deliverables and acceptance criteria. Project and program management is not a separate service line — it is how work gets delivered in each of the four practices.

  • Engagement planning, scheduling and milestone definition
  • Scope, risk and issue management
  • Stakeholder coordination and governance reporting
  • Deliverable quality review and acceptance management
  • Implementation oversight and transition to the client

Differentiators

How SAC works

Statements of practice, not claims of market position.

Four disciplines under one engagement

Strategy, technology, capacity building and evaluation are integrated rather than handed between separate providers. A requirement spanning all four can be delivered by one team.

Implementation, not recommendations alone

Our work continues past the report into sequencing, ownership, tooling and the first delivery cycles — the stage where most initiatives stall.

Data-informed decisions

Recommendations are grounded in what we observed and measured, with limitations stated plainly rather than smoothed over.

Measurable outcomes

Indicators are defined before work begins, so performance improvement can be evidenced against a baseline rather than described after the fact.

The right expertise for every engagement

Every service line carries defined capability requirements, so an engagement is delivered by people whose qualifications match what the scope of work actually calls for.

Knowledge transfer built into delivery

Documentation, procedures and training are part of every engagement, so the organization retains the capability rather than the dependency.

How we work

Delivery methodology

The same six stages apply across advisory, implementation, training and evaluation engagements.

  1. 01

    Discover

We establish the baseline from evidence — how the organization operates, what the data shows, who the stakeholders are, and what constraints are real.

  2. 02

    Diagnose

We identify the underlying causes rather than the presenting symptoms, and separate what must be fixed structurally from what can be improved operationally.

  3. 03

    Design

We develop practical options with the client, select an approach that fits their capacity and budget, and specify it in enough detail to be executed.

  4. 04

    Implement

We support delivery — sequencing the work, assigning ownership, building the tools and documentation, and staying engaged through the first cycles.

  5. 05

    Measure

We define indicators before the work begins and report against them, so progress is evidenced rather than asserted.

  6. 06

    Sustain

We transfer knowledge, document procedures and train the people who will operate what we built, so results continue after the engagement ends.

Teaming & subcontracting

Working with prime contractors

SAC is available as a subcontractor and teaming partner, bringing specialized expertise to a defined scope as one coordinated team — so a prime covers the requirement without adding coordination load to the program.

We respond during capture with capability information, qualifications matched to labor categories, and technical input for the portions of a response we would deliver. Where a requirement sits outside what we can deliver to standard, we say so during capture rather than after award.

How SAC supports a prime

  • Discrete work packages with defined deliverables and acceptance criteria
  • Specialized labor categories relevant to the requirement
  • Technical input and qualifications during proposal development
  • Surge capacity for assessment, evaluation, training or analysis deliverables
  • Subcontract, teaming agreement or task-order arrangements

Who we work with

This page is written for

  • Contracting Officers and Contract Specialists
  • Procurement and acquisition professionals
  • Small Business Specialists and OSDBU personnel
  • Prime contractors and Small Business Liaison Officers
  • Program and project managers

SAC provides clients with access to qualified experts and specialized capabilities tailored to the needs of each engagement. A requirement spanning several disciplines can therefore be covered through a single partner.
