Government
Support for public-sector organizations under real constraints — statutory requirements, appropriated budgets, and oversight.
Context
What we most often hear
Federal, state, local and public-sector organizations working to modernize operations, strengthen performance and demonstrate results.
- Modernization initiatives that must proceed without disrupting active service delivery
- Performance reporting obligations that exceed the capacity of current data systems
- AI and automation interest that has outpaced readiness, governance and policy
- Program evaluation requirements attached to funding and reauthorization
- Workforce capability gaps as responsibilities and technologies change
- Documented processes and controls that have not kept pace with how work is actually done
How we help
Supporting government organizations
Strategy and organizational performance
Strategic and operational planning, organizational assessment, process improvement, policy and procedure development, and performance management frameworks scaled to the agency's reporting obligations.
Technology and AI modernization
AI readiness assessment, modernization roadmaps, data consolidation and analytics, dashboards, workflow automation, systems integration and security-conscious implementation planning.
Training and workforce capability
Training-needs assessment, competency frameworks, AI and data literacy programs, leadership development, and train-the-trainer packages that build internal delivery capacity.
Evaluation and performance measurement
Program evaluation, monitoring frameworks, indicator development, data collection design, and reporting products suitable for oversight and funding review.
Flexible engagement
We work as a prime on appropriately scaled requirements and as a subcontractor supporting larger primes, assembling the specific expertise a scope of work calls for.
Working with public-sector organizations
Public-sector work operates under conditions that commercial consulting frameworks often ignore. Budgets are appropriated rather than allocated at will. Procurement follows defined processes. Decisions are subject to oversight, records requirements and public accountability. Service delivery cannot pause while a system is replaced.
We plan around those conditions rather than treating them as obstacles. That means modernization sequenced so operations continue, recommendations scoped to what can realistically be funded and executed within a fiscal cycle, and documentation prepared to the standard that audit and oversight require.
Where we most often add value
Before the technology decision. Agencies frequently engage us to assess readiness before committing to an AI or modernization investment. Establishing what the data, systems, processes and workforce can currently support is usually the difference between a program that delivers and one that is quietly abandoned.
Where measurement is required but not designed. Reporting obligations often exist without an underlying framework. We build the indicator definitions, collection methods and reporting products that make performance reporting a routine rather than a recurring scramble.
Where capability needs to stay in-house. We prioritize transfer — documented procedures, trained internal facilitators, and operating guidance — so the agency is not dependent on continued external support.
Contracting posture
SAC supports federal, state and local requirements both directly and as a teaming partner to prime contractors. Capability information, differentiators and how to engage us on a requirement are set out on the Government page.
